RF Probe arm with fine theta adjustment for mid-sized positioner, E-W

Probe arm supplies support for the probe head and allows for theta adjustment.
This arm works with mid-size positioners like our 050 series and is designed for use in East and West quadarants. Modifications might be necessary for use on other postioners.
